What is the best course of action for landscaping which is holding to much water?

I recently extended out some landscaping which resides with my house on one side, a cement slab on the another and the largest portion adjacent to my yard. My soil mostly rock and clay so I dug out about 6/9 inches through out and replaced it with good soil. I also planted 4 plants which I dug down roughly 16 inches, according the planting instructions. I back filled with a mix of top soil and bagged dirt from local hardware chain. The problem is that I fear the plants will die due to excessive water not draining away. The ground near the plants is so loose I can sink 5 to 7 inches into it. I have tried to back fill with even more dirt put to no prevail. I am afraid that the clay foundation they sit on is not absorbing enough water which is causing it to not drain properly. I am looking for tips or resources that may be able to help.
