Unknown dead insect nest? Is it safe?

I am posting this question on behalf of my father, who is working on our house and sent me an email with the following contents:

“I am doing a home improvement project and I am currently in the process of removing the sheetrock covering
the walls and the insulation. After removing the sheetrock on one of the walls I discovered this inside the
wall. The material is paper thin. There is the main “nest” but other areas in the cavity are covered with the
same material. There is absolutely no insect activity of any sort. No movement, buzzing, etc.

I would like to know:
What is this?
Is this something that I can safely remove or should I get professional help?”
